The Directorate of School Services is the backbone of the Universal Basic Education system. This is because all activities regarding basic education i.e. ECD/Nursery, primary and junior secondary schools, as well as the recently transferred private schools in all the 27 LGEAs are overseen by the Directorate.

The Directorate of schools services is also responsible for coordinating Special Needs Education, UNICEF activities, Teachers’ Professional Trainings, workshop/seminars and other in-service training for teachers. Furthermore, the integration of Almagiri Education with formal education is also overseen vide the Directorate. Activities of International Donor Agencies such as the UNICEF, Safe the children, C. Plan, ECR, USAID etc. are all coordinated through the Directorate.


The Directorate of Quality Assurance is charged with the responsibility of monitoring, supervision and inspection of Nursery, Primary and Junior Secondary Schools in the State.

The main objective and objectives of the department is to improve standard through Quality Assurance/control in the delivery of the quality basic education to the citizenry.

The department is headed by a Director and has the following units:

  1. Monitoring unit
  2. Evaluation unit
  3. ECCDE unit
  4. Academic standard/SMASE unit
  5. Social mobilization (SBMC) unit
  6. Private school unit

The department has one (1) Area Inspector of Education (AIE) in each of the 27 LGEAs across the State and has seven (7) zonal offices, each coordinated by zonal coordinator namely:

  1. Gwoza Zone
  2. Biu Zone
  3. Gubio Zone
  4. MMC Zone
  5. Monguno Zone
  6. Dikwa Zone
  7. Askira Zone


The Directorate of Finance and Accounts is basically responsible for records keeping all funds received and expended by the Borno State Universal Basic Education Board. The Board maintains 15 different Accounts with 10 different Banks.

The major source of funds of the Board is the Grant received from Universal Basic Education Commission (UBEC).


Department of Planning Research and Statistics is saddled with the responsibility of data collection, collation, analysis, monitoring and supervision of projects.

The Department is headed by Director, one Deputy Director, assisted by two Engineers, one builder, two technical officers and ten supporting staff.

The major activities include:

  1. Preparation of Quarterly Action Plan/work plan
  2. Design of projects
  3. Preparation of Bill of Engineering Measurement (BEME) for accessing matching grant from the Universal Basic Education Commission(UBEC) after the payment of counterpart funds
  4. Preparation of annual budget


The Department of Social Mobilization was established in the SUBEB on the January, 2019 with a view to the UBEC requirement to provide qualitative Basic Education to all children under the Basic Education sub-sector and also the desire to get every stakeholders in the education industry to participate in the provision of basic education which prompted the establishment of the department of Social Mobilization.

The department was assigned with the responsibility of creating awareness and public enlightenment on the importance of UBE programme and the need for every stakeholder to be involved in making it successful.

The department has the following functions:

  1. To provide sufficient outstanding grounds to inform general public about UBE programme.
  2. To design peculiar materials, techniques and activities for proper implementation of UBE programme.
  3. To develop and implement strategies for mobilization, advocacy and integration of community, wards and LGAs with a view to ensuring active participation in the implementation of the UBE programme.
  4. To develop programmes and activities to ensure accommodation and delivery for special groups of Girl-child, out of school children, Almajiris etc and special cases such as enrolment drive, poor attendance, or any phenomenon that hinder the overall success and effectiveness of UBE programmes.
  5. Publicizing widely UBE goals achievements and prospects.
  6. Determine mobilization structure of zonal and LGEA levels.
  7. Monitoring and evaluation of all mobilization and advocacy and coordinating the establishment and sustenance of PTA SBMC and OPAs in all basic education schools as well as ensuring their active involvement in schools development.
  8. Private School Unit
  9. Coordinate and implement IDP, NGOs and CSO supported activities in schools i.e. UNICEF, PPP etc.

The department is also in-charge of Basic Education Component of private schools in the State.
